Role Overview

As the Senior Business SME, you will bring deep expertise in data architecture and stakeholder engagement to help set up first-year Data Governance activities. You will be responsible for policy rollout, operational planning, and building data literacy across the agency to ensure a culture of data accountability.

Key Responsibilities

• Strategic Execution: Translate the CDO's strategic goals into actionable implementation plans and deliverables, including the development of Statements of Work (SOWs).
• Framework Design: Design and implement operational components of the Data Governance framework, including data classification, cataloging, and stewardship models.
• Education & Onboarding: Develop and deliver training sessions for data owners, stewards, and users to improve data literacy and clarify governance roles.
• Compliance & Guidance: Ensure all initiatives comply with State of Ohio policies (IT-19 Data Governance, IT-13 Data Classification) and regulatory standards.
• Stakeholder Engagement: Facilitate workshops, conduct maturity assessments, and advise executive leadership on change management strategies.
• Process Documentation: Maintain a governance playbook, including Standard Operating Procedures (SOPs) and data cataloging guidelines.

Required Qualifications

• Education: 4-year college degree in Computer Science or a related field; certifications in Project Management, Data Governance, or Enterprise Architecture are preferred.
• Experience: Minimum of 10 years of IT experience with a focus on data initiatives.
• Governance Expertise: Strong understanding of data governance frameworks (e.g., DAMA-DMBOK ) and their application in public sector environments.
• Compliance Knowledge: Familiarity with state-level IT policies, specifically IT-19 and IT-13 .
• Project Skills: Proven experience in writing and structuring contract documents and a deep understanding of governmental procurement processes.
• Communication: Exceptional facilitation skills with the ability to convey complex information to both technical and non-technical audiences.

Additional Requirements

• Background Check: Candidates must undergo and pass FBI/BCI fingerprint background checks.
• Equipment Policy: Prohibited from taking or using government equipment outside of the United States.
• Logistics: Selected candidate must pick up their laptop at the worksite in Columbus.
• Interview: Conducted via Microsoft Teams webcam.
